Four more years of Impact and Technological Innovation for Democracy and Citizen Engagement in Africa!
As a pan-African network at the intersection of technology and democracy since its inception in 2015, AfricTivistes is proud to present its 2025-2029 Strategic Plan. Marking ten years of existence, this document is a call to action for agents of change and partners who share our vision of an Africa where civic tech serves as a key driver for participatory democracy.
AfricTivistes’ 2025-2029 Strategic Plan is being launched in a context of growing citizen engagement, amidst persistent challenges of transparency, accountability, and inclusion in decision-making processes. Despite significant progress, Africa continues to face major issues, including electoral manipulation, shrinking civic space, disinformation, and increasing digital security threats.
Since its creation in 2015, AfricTivistes has established itself as a leading actor in digital democracy in Africa. The network has successfully brought together a dynamic community of digital activists committed to promoting good governance and transparency across the continent.
Through this roadmap, the pan-African network aims to reinforce its efforts to promote democracy, human rights, and governance in Africa through technological innovation and citizen engagement. To achieve these objectives, AfricTivistes is committed to:

These efforts are structured around five key strategic pillars of the 2025-2029 Plan:
1. Technological Innovation and Citizen Participation
This pillar aims to strengthen citizen participation through technological innovation, artificial intelligence, and endogeneity. It includes initiatives such as talent identification during hackathons, the development of local technological solutions, the establishment of Citizen Innovation Labs (CitizenLabs), and the use of advanced technologies like blockchain for governance and the fight against disinformation.
2. Elections, Democracy, and Governance
This pillar aims to strengthen the integration of digital technology into democratic electoral processes in Africa. It includes the development of digital tools for election observation, the capacity building of citizen actors in electoral processes, and the establishment of regional electoral information platforms, as well as tools for electoral transparency.
3. Citizen Engagement and Strengthening the Pan-African Network
This pillar focuses on developing network dynamics and communities of pan-African best practices. It includes strengthening the AfricTivistes pan-African network, deploying the AfricTivistes Civic Engagement Tour (ACET) programme, and establishing a Collective Intelligence and Citizen Action Platform (PICA).
4. Media and Information Resilience
This pillar focuses on strengthening the resilience of the media and information actors. It includes cybersecurity training programmes for journalists, the development of protection tools, the fight against disinformation through the establishment of fact-checking brigades, and support for independent media.
5. Training, Research, and Documentation
This pillar aims to develop knowledge access programmes and promote research and action on democracy and citizen participation. It includes the creation of research centres on citizenship, the development of online training programmes, the documentation of citizen experiences, and the production of research and thematic analyses.
The success of the 2025-2029 Strategic Plan relies on:

Through the launch of its strategic plan, AfricTivistes reaffirms its role as a key actor in digital democracy on the continent and its commitment to an Africa where technological innovation supports citizen participation and strengthens democracy.
